I'd like to imagine it would be spontaneous but still romantic, like their lying on the grass outside the burrow relaxing after a big dinner looking up at the stars and he just asks her.

But more realistically, I can imagine Ron accidentally mentioning that he was planning to propose, or doing it impulsively or in the middle of an argument. And I like that
